Jarod’s Law and Radon Testing

Jarod’s Law has recently been passed to improve school safety for Ohio students. One component included in Jarod’s Law is radon testing; as part of the State Indoor Radon Grant administered by U.S. EPA Region 5 and Ohio Department of Health Indoor Radon Program, this information is provided to you as a tool for conducting radon testing in your school. Information is included to help your school determine if a professional tester should be hired or if school officials can perform thorough and accurate testing.

Schools have two options when determining how radon testing should be completed. Option 1 includes hiring a licensed radon tester to perform testing throughout your school/district.

  • Testers should carry a state license issued by the Ohio Department of Health; a current licensee list is included with this packet
  • On the current list, you may choose an individual who has completed tester or mitigation specialist requirements.
  • Note that many state and local health department officials are licensed to provide assistant to local residents, but are not eligible for hire to complete radon testing.

Option 2 includes designating school officials to conduct radon testing.

  • Schools should follow U.S. EPA guidance documents for radon testing in schools, copies of which are included with this packet
  • Schools will need to purchase radon test kits in sufficient numbers to test all classrooms and offices with ground contact, as well as duplicates (10 % or 50 kits, whichever is less) and blanks (5% or 25 kits, whichever is less).
  • No training is required, provided your school owns the building and a school employee is performing testing. However, training is advised, along with implementation of a reliable testing protocol to provide accurate test results.
  • Any outside or hired testers must carry the ODH license.
